The historical background of the Ministry of Commerce
Since
attaining Independence in 1948, boards and corporations has
conducted the foreign trade-In 1964, the wholesales shops,
broker houses, Companies, departmental stores and warehouses
all over the country were nationalized. In1965, the Trade
Council was established and the trade organization namely,
Central Trade, 22 Trade Corporations. 14 State/ Divisional
Trade offices, 283 Township Trade offices, 1942 people's shops
had been set up under the Ministry of Trade. After assuming
the powers of the State organs in September 1988, the State
Law and Order Restoration Council changed the Department of
Trade as the Directorate of Trade with extended functions and
responsibilities. In 1996, the Ministry of Trade was
transformed as the Ministry of Commerce with a view to
implement the economic activities for the development of
national economy.
Basic
Principles of the Ministry of Commerce
- Trade activities should be aimed at the interest of the
state and people.
- Trade activities should not be a burden to the people.
- Trade activities should be aimed at structuring a
long-term viable trading system rather than to gain
short-term profit.
Objectives
of the Ministry of Commerce
- To play a vital role in implementing the Trade policy
reform to be in line with the Market oriented Economic
system.
- To promote internal productivity so as the increase
exports.
- To promote Oversea Trade and Border Trade as well.
- To support the export/ import trading activities of the
public and private sector.
Organization
of the Ministry of Commerce
The Ministry of
Commerce has restructured the following departments to be in
line with the adopted market oriented economy since April
1998.
- Office of the Minister
- Directorate of Trade
- Department of Border Trade
- Myanmar Agricultural Produce Trading
Main
Function of the Ministry of Commerce
- Implementing commercial transactions in line with the
Market Oriented Economic system.
- Internal and extended procurement, internal
distribution, export of Myanmar agricultural products,
processing and investment.
- Issuance of export and import licenses for Oversea and
Overland Trade.
- International Trade Promotion Activities.
Departmental
wise Functions
Directorate of Trade
- Formulation of trade policies and plans with the aim to
regulate the smooth flow of internal and External trade.
- Release of trade notifications, directions, necessary
order pertaining to all export and import.
- Registration of exporters/ importers and business
representives.
- Supporting the export promotional activities for the
economic development of the country.
- Issuance of export and import licenses and permit both
for public and private sector in the oversea trade.
- Issuance of certificates of Generalized System of
preferences- GSP form A and ASEAN country of origin from D.
- International trade promotion activities.
- Prepare General Trade Agreements between Myanmar and
Foreign Countries.
