In order to enhance the
development of Science and Technology and to reinforce the State Development
more effectively the State Law and Order Restoration Council has established the
Ministry of Science and Technology on 2nd October,1996.
Objective
The objective of the Ministry of Science and Technology is as follow:
- To carry out Research and Development
works for the national economic development.
- To utilize the national resources so as
to develop the economy, and raise the living standard of the
people.
- To disseminate the technological know-how
achieved from the Research and Development works to the industrial
and agricultural sectors in order to enhance resources the
production.
- To plan and carry out human development
programs so as to obtain specialists and professionals in Science
and Technology.
- To analyze and test raw materials
finished products , and to implement quality control and
standardization of industrial products.
- To coordinate research, development and use of Atomic Energy.

Objective and Functions of the Departments
Myanma Scientific and Technological Research Department
Brief History
The "Myama Scientific and Technological Research Department" was first
established in 1947 and was recognized as the "Union of Burma Applied Research Institute" "(UBARI)
in
1954. It was later also known as the "Central Research Organization" (CRO). The present
name "Myanma Scientific and
Technological Research Department" (MSTRD), was adopted in May 1994, under the Ministry of Industry 2. It is the only
multi-disciplinary research organization in the country conducting diverse research activities in major scientific and technological
disciplines for the industrial and economic development of the nation. The head-office is at No.6, Kaba Aye Pagoda Road,
Yankin Township on a (33) acre site.The "Pilot Plant Complex" (Hmawbi) is also one of the
sub-departments under the Myanma Scientific and Technological Research Department.

The MSTRD has (10) research and development departments and (six) services
departments. The service departments not only assist the technical departments of MSTRD but also offer
technical services to other government departments, private enterprises, individuals and NGOs.

Research and Development Departments
Applied Chemical
Research Department
The department performs basic and applied research works in Chemistry. The
main technological development projects deal with the production of finished and semi-finished products from indigenous agriculture, forest, marine and mineral resources the country.
Ceramics Research Department
The research and development activities the test-production of finished
commodities of ceramic and clay materials from the natural and mineral deposits of the country.
Food Technology Research
Department
The department conducts research not only the chemical and microbiological
methods of food preservation but also on various food-processing technologies.
Metallurgy Research
Department
This department is concerned with the processing of indigenous mineral ores,
from
laboratory scale experiments through pilot plant test runs to commercial productions.
Pharmaceutical Research
Department
This department is involved in the development of drugs and pharmaceutical with
a view of commercial exploitation from indigenous as well as foreign medicinal plants. It is
currently carrying out research on Black Creeper, Quinine Succiruba, Ginseng, Indian's telegraph plant,
Indian Gentian, Me-Ky-Ru, Red
Reish, Winter Cherry and Indian Valerian. The present research works involve in the production of Anti-malaria drugs and
food-suppliment tonics out of indigenous pharmaceutical resources.
Physics and Engineering
Research Department
This department is concerned with testing and determining the physical and
engineering properties of materials. It is carrying out Research and Development works on solar and wind energy. The
department has a Non-Destructive Testing (NDT) laboratory and provides technical services for the non-destructive testing
of iron, steel, cement and concrete materials and electrical cable wires.
Pilot Plant Research Department
The research activities of the department cover the upgrading of laboratory
scale experiments to pilot scale test runs. The department is also involved in the production of fuel briquettes from forest by products and biomass materials.
Polymer Research Department
This department performs research in the field of polymer synthesis, polymer
physics and processing of composite materials. The department is also involved in the test production of rubber
coated rollers for rice mills and soil conditioner for Myanmar Railways.
Pulp and Paper Research Department
This department is among the oldest departments at MSTRD, being established
since
1974. The activities of the department on the production of various pulp and paper varieties from wood,
bamboo and other agriculture materials and recycling of pulp and paper from waste paper.
Pilot Plant Complex
(Hmawbi)
It was established in 1976 on the basis of successful research projects by the
Indian Government's and UNIDOAid. In 1980 it commenced to operate in pilot scale production. Now, the Pilot
Plant is involved in the production of toilet paper. Straw pulp and activated carbon are produced in pilot scale too.
Technical Services Department
Analysis Department
The department has the responsibility to analyze samples from and issue
certificates to government organizations, cooperatives, the private sector, individuals, inspection and insurance agencies, etc. The samples analyzed are drinking water, industrial and agricultural waters as well as waste waters. Agricultural and farm
produce, food, feed, adulterants, additives, contaminants,coke, coal, cement, cosmetics, drugs and pharmaceuticals,
minerals, ores, alloys, industries are also among the samples analyzed.
Fine Mechanics Department
This department is an aggregate of fine mechanics, electronics, electrical,
optics and glass blowing sub-departments. The Research and Development
works undertaken by various research institutions, government departments,
cooperatives and private enterprises are assisted by this department in the
maintenance, repair and fabrication of scientific instruments and laboratory
glass equipments.
Standards Department
The standards library of this departmentis the centre for
providing information regarding standards and specifications and maintain
a large collection of large international and national standards and related
publications. Attached to the standard library is a metrology laboratory where
standards of national physical units as international units are maintained,
providing references for calibration and testing purposes of various weights and
measuring instruments and equipment.
Technical Information
Department
This department is an established source of scientific and technical
information. The library has text books, pamphlets, reports, periodicals, microfiches
and reprints etc.
Mechanical Workshop
The workshop provides services for the fabrication, installation and repair
of scientific industrial processing equipments.
Administrative Department
This department is concerned with the administration and welfare of
personnel, technical planning, material planning, budgetary and financial
matters of the organization.

Yangon University of Technology
Yangon University of Technology was established as
the Engineer Department of Yangon University in 1924. In 1946, it was upgraded
as Master of Engineering Department. In 1963, it was renamed as Rangoon
Institute o Technology and became a separate Vocational University in 1964. Ph.D
programmes were introduced in August 1997. It was renamed as Yangon Institute of
Technology with effect from 1 July 1998.
About 5940 students are in attendance for respective
degrees and post-graduate degrees.
Mandalay University of Technology
Mandalay University of Technology was established in
Patheingyi Township, Mandalay Division in 1991. Courses for post-graduate have
not yet been opened and over 600 students are in attendance for Diploma in
Technology.
Yangon Institute of Computer Science and Technology
The objective is to produce technicians who
can invent, repair and apply computer hardware and software technology and to
open under-graduate course, master courses, post-graduate diploma courses for
the growth of Myanmar Information technology and for the building of a modern
developed nation.

1971 It was opened as UCC
(Universities Computer Centre) under the
Ministry ofEducation It gave training to university and governmint
departments with ICL Main Frame
1902s.
1975 It conducted M.Sc.
(Computer Science) and D.A.C (Diploma in
AutomaticComputing)in cooperation
with Department of
Mathematics of Yangon University.
1983 It started using PDB 11/70
(Digital) Mini machine.
1986 It initiated undergraduate
courses in B.Sc. (Computer Science) and B.Sc.
(ComputerTechnology).
1987 It was upgraded as
Institute of Computer Science and Technology on March 29.
1990 It bought and installed
PCs. It changed the names of degrees.
1993 It began IDCS
undergraduate diploma course in collaboration with British NCC
and wasa great
success.
1994 It held its first
convocation on October 8.
1995 The number of PCs has
increased because of the installation of PCs by the State
anddonation of
Pentium PCs by Fujitsu Company.
1995 On December 9, the second
convocation was held.
1996 It held its third
convocation on December 17.
1997 It was transferred to the
Ministry of Science and Technology on January 1.

Mandalay Institute of Computer Science
Mandalay Institute of Computer Science was opened on 18
September 1997 near Mandalay University of Technology in Patheingyi Township.
Over 600 students are in attendance at the institute.
