Background Brief History
The ministry of social welfare, Relief and Resettlement was establish in 1953 and since then, more social welfare activities are being expanded and undertaken by the governmental sector, in close collaboration with the non-governmental organization. Nowadays social welfare activities are being expanded and carried out by both GOs and NGOs.
Objective of the Ministry
- To assist the vulnerable groups so as to reintegrate into the society through social work methods.
- To resettle and rehabilitate victims of disasters.
- To make our country free from fire hazard.
- To encourage the non-governmental organizations to participate in national movement for social development.
- To train and form the fire service personnel, and voluntary fire-men to become the reserve force to safeguard peace and stability of the state.
Policy of the Ministry
- Equalization of opportunities fore vulnerable group in Myanmar society.
- The government attaches a high priority to the welfare of children, youth, women, national races residing in the disabled, the aged, socially handicapped and disadvantaged groups.
- responsible for rendering relief and resettlement services to victims of natural disasters such as earthquakes, storms, floods and fire disasters.
Institute of the Ministry
The Ministry has instituted three departments and each of it is headed by a Director General. They are: -
- Social Welfare Department
- Myanmar Fire Services Department
- Relief and Resettlement Department.
In addition to the three departments, the government has designated the Ministry of Social welfare, Relief and Resettlement as three national Focal Points Myanmar national Committee for women's affairs, National Committee on the Rights of the Childs Myanmar National Committee on Social Development.

Social Welfare Department
<br>Social Welfare is an organized activity that aims at
helping towards a mutual adjustment of indardrals and their
social environment.
Legislative Aspect
The union of Myanmar has promulgated laws to ensure the
rights and to protect the Citizen. Among the laws three are
some basis laws which are directly concerned with WSW
(Department of social Welfare) to implement Social welfare
programmes and for the protection of the socially handicapped
citizens. these laws and regulation are:-
Basic Law
- Prostitution suppression act, 1949.
- Disabled Persons Employment Act, 1958.
- The child law, 1993
Related Law
- Registration of Kittima Adoption Ad, 1941.
- Myanmar Maternal and Child Welfare Association Law, 1991.
- Narcotic Drugs and Psychotropic Substance law, 1993.
Regulations Covering social welfare
- Regulation for Voluntary Institutions
- Regulation for Voluntary Day care Centers and Pre-Primary schools.
- Regulation for the establishment of Voluntary Primary Night School.
- Regulation for Youth Centers.
The DSW implements social welfare services in eight different areas of social needs by both direct and indirect means. The different types of social welfare services are:
- Child welfare service
- Youth welfare service
- Women welfare service
- Care of the Aged
- Rehabilitation of Disabled.
- Rehabilitation of Ex-drug Addids.
- Rehabilitation and socialization of Vagrants.
- Grant- in -aid, to voluntary Organization.
NGOs Activities and Relationship between Government and NGOs
According to local needs and situations, the contribution of social services has been made by the Non-governmental organization (NGOs) with the collaboration of community. At present, with the encouragement of the government there have been abundance of NGOs in Myanmar national as well as international NGOs.
Myanmar National Committee for Women's Affairs(MNCWA)
MNCWA was formed on 3 July 1996, to implement activities for the advancement of women systematically. Subsequently, the Myanmar National Working Committee for Women's Affair (MNWCWA) was formed on 7 October 1996, to facilitate the activities. The government also designated the Ministry of Social welfare, Relief and Resettlement as the National Focal Point for Women's Affairs.
National Committee on the Right of the Child(NCRC)
Myanmar has acceded
to the convention on the Rights of the Child in 1991 and the
Child Law was enacted in 1993. the National Committee on the
Rights of the Child (NCRC) was formed in October 1993, headed
by the Minister of Social Welfare.
Myanmar National Committee on Social Development
The Department is implementing social development programmes in Asia and Pacific as well as ASEAN member countries.
Myanmar Fire Services Department
Aim of Fire Services Department is to protect and to prevent from fire disaster and natural disaster which incurs losses and endangers. Central Fire Services Training School is established in Pyin Oo Lwin township, Mandalay Division and another Fire Services Training School in Mayangone township, Yangon Division. The FSD carry out inspections work to the state-owned and private-owned high-rise buildings, hotels, motels, Inns, high-rise buildings (constructed with foreign capital) and gave suggestions on prevention of fire. Similarly, FSD has undertaken inspection work on the Ocean going ships of the Myanmar Five Star Shipping Enterprise since (5-6-92) in accordance with the rules and regulations laid down by the International Maritime Organization.
Relief and Resettlement Department
The Relief and
Resettlement Department provides exigency relief for those who
run into trouble due to disasters which occur throughout
Myanmar. The relief and resettlement measures taken by the
Relief and Resettlement Development are to
provide assistance for the persons, monks and nuns who
have run into trouble due to outbreak of fire, food,
earthquake and insurgency, and those who have been adrift and
stranded in foreign countries because of ship and boat-wreck,
those who have moved away from their villages as their houses
were scattered in the insurgent infested regions,
ex-insurgents who return to legal fold after realizing their
misdeeds, the people in implementing the tasks for progress of
borders areas and national races, and the people from squatter
in systematically resulting in new towns. Myanmar, becoming a
member of the ASEAN as of 23 JULY 1997, is playing an active
part in activities relating to national disasters. When
national catastrophe occurred in Myanmar the Relief and
Resettlement Department enlisted foreign assistance in
coordination with Resident Representation Office of UNDP in
Myanmar in line with the guideline of the Government.
