The Ministry of Transport and Communications had been reorganized
and restructured into three separate ministries ,namely,
Ministry of Communications, Posts and Telegraphs as per
Notification 10/92 on 29-1-1992 of the State Law and Order
Restoration Council. Ministry of Communications, Post and
Telegraphs was formed on 3rd February 1992, and conclude as
follows:-
- The Ministry
- Departments and Enterprise
- Meteorology and Hydrology Department
- Posts and Telecommunications Department
- Myanma Posts and Telecommunications
For
more effective implementation, the Meteorology and Hydrology
Departments was transferred under the Ministry of Transport
on 20th August 1999,in accordance with the Cabinet meeting
No.30/99 dated 19th August 1999.
Objective The
objectives of Myanma Posts and Telecommunications is to
provides service at the least cost for sending of a letter, a
telegram or a phone message at a maximum speed for the
political, social, economic and administrative
affairs.

Post
and Telecommunications Department
- Supervising the operation of postal, telephone,
telegraph and radio communications in keeping with rules and
regulations.
- Coordination and Cooperation with international
organization such as ITU, UPU, APT and APPU.
- Issuing of wireless station licenses and collection of
fees.
- Issuing of radio licenses and collection of fees.
- Issuing of TV and video licenses and collection of fees.
- Issuing of satellite TV receivers licenses and
collection of fees.
- Issuing of international of radio operator certificates.
- Prescribing of radio frequency and supervising its
usage.
- Studying of modern telecommunications, technology and
advising the
respective authorities.
- Controlling telecommunications equipment.
Myanma
Post and Telecommunications
- Providing business like arrangements for communications
sector for public convenience.
- Providing the communications requirements and support of
economic,
social and administrative tasks nation wide.
- Opening,extending, reorganization, moving, terminating
and closing of communications stations in accordance with
therequirements, as and when
necessary.
- Providing agency services for other establishments in
the communications
sector.
- Constructing maintaining, expanding, reducing,
degrading, moving and
closing of Communications routes
and channels in accordance with the requirements, as and
when necessary.
- Compliance with UPU, ITU and other international
organizations,
conventions and treaties related to
communications work and operation.
- Conducting surveys and research which are related to
communications
sector requirements.
- Undertaking tasks assigned by the Ministry of
Communications, Posts and
Telegraphs on due
course.
Myanma Posts and Telecommunications (MPT) is the
main services provider for postal, telegraph and telephone
operations in order to promote, upgrade and support.
Postal
Service
Postal
operations in Myanmar commenced in 1827 with the opening of
the Akyab (now Sittway) post office. Postal service is now
running 1294 post offices throughout the country. Local
Express postal service was introduced in Yangon and Mandalay
since 1 April 1992 and its services are now extended to 81
townships. Foreign Express postal service is also being
carried out between Yangon and Singapore, Yangon and Bangkok,
Yangon and Korea vice versa. Myanmar DHL limited, joint
venture of Myanmar Communications Service and DHL world-wide
Express B.V of Netherlands was contracted and set up on
September 23, 1996 and International package service is being
carried out between Yangon and 228 foreign countries. Foreign
dispatch, package of dispatch and postal parcels from Myanmar
are sent and delivered all over the world through 33
countries,. International mail is delivered to Myanmar through
59 countries. Express Money order Service has been carried out
by Fax machines since 1991 and now it is extended to
towns.
Telegraph
Service Since 1894, 10
years after Samuel Morse had invented the telegraph, Myanmar
was able to use the telegraph service. In the financial year
2000-2001 there are 438 telegraph offices throughout the
country.
By means of satellite links international telegraph service
is being carried out through Japan, Hong Kong, Thailand,
Singapore, India and England. Computerized telegraph service
was started in Yangon and Mandalay on 1 April, 1993 and now it
is extended to 67 townships. International Fax Service and
Domestic Fax Services for the public was introduced on 1st
September 1992 andnow MPT is able to provide its service to
townships for public convenience.
Telephone
Service Commencing from 4th
March 1884, 8 years after Alexander Graham Bell invented the
telephone, telephone service was commissioned in Yangon.
Telephone Service has opened 523 manual and auto exchanges
throughout the country and 266,245 telephones are now in use.
For the convenient communications in far-flung towns in
Myanmar, Local Satellite Communications system was built in
1991, and ground stations are constructed and used in Haka,
Myitkyina, Bhamo, Muse, Tamu, Buthitaung , Myawady, Myeik,
Kawthaung and Yangon.
As it is vital to be able to communicate with foreign
countries, grade A satellite communications ground station was
constructed and used in Pyinhtaungkyaung, Thanlyin township on
March 4,1994. Nowadays, oversea telephone channels are
extended to 828.
