The Road Transport operates inter-urban and passenger
services and urban bus and taxi services. Road Transport enterprise under the
Ministry of Rail Transportation was originally established by the Defence Services
Institute in 1959 as the City Transport Company. But two years later it was transferred to the Burma Economic
Development Corporation. In 1963,under the Road Transport Act it was brought
under it and established as a statutory corporate body outside the framework of
a government Department, but with links to the government through then Ministry
of Transport. The Road Transport Board was reconstituted as the Road Transport
Corporation by Notification of Ministry of Transport and Communication in 1972.
It moved to a more commercial style of
operation, handling its own finance and empowered to take out loans for capital
expenditure. In 1989 the organization was called Road Transport, but its
objectives and organization remained largely the same except that it reverted
to government accounting financing and all its revenues and expenditures are
now credited to and drawn from the State Budget.
Objectives of Road Transport
- To prove smooth and convenient urban transportation and to
bring the passenger fare under control.
- To transport raw materials, finished products, machinery
equipments, commodities etc. at the required time to the desired destination.
- To provide smooth and safe passenger services.
- Being a public business organization to engage in advance transportation
system.
- To provide services to other economic enterprises.
- To undertake the transportation services occasionally assigned
by the State.
- To fulfill targeted performances set by the State.
Policy of Road Transport
- Road Transport as the government organization has the duty to
control the rates on freight and passenger services in the interest of the
ordinary public.
- Road Transport is obliged to open the traffic at loss in the
under developed rural area.
- Taking into consideration of the public welfare, profit motive
is not also neglected in order to attain the development rates, according to
the National Plans.
- Operation cost per production unit are calculated to control
the waste cost and to get the profit estimated.
Organization of Road Transport
Road Transport is headed by a Managing Director, and he is supported by one General
Manager and One Deputy General Manager in his office.
Road Transport constitutes following Departments:
- Road Freight Dpt.;
- Road Passenger Dpt.;
- Taxi Dpt.;
- Engineering Dpt.;
- Stores Dpt.;
- Personal Dpt.;
- Administrative Dpt.;
- Finance and Account Dpt.;
The duties, responsibilities and functions of the Department wise are as
follow:--
- Managing Director’s Office
Managing
Director’s Office is responsible for the general staff to the Managing Director
on the daily operations and coordinating the function with the departments
concerned.
- Road Freight Department
Responsible
for Road Transport’s road freight service throughout the country these are
organized through its 18 Branches and one Sub branch.
- Road Passenger Department
Coordinates
and supervise road passenger services by six branches in Yangon and two branches in Mandalay for Urban
suburban services.
- Taxi Department
Operate
a fleet of Taxis within the Greater Yangon City Limits.
- Engineering Department
Responsible
for the 19 station workshops and four base workshops which provide repair and
maintenance services to the bus; trucks and taxi fleets, it also supervise
three motor workshops which carry out maintenance and repair for vehicles from
other government department and enterprise.
- Stores Department
Maintains
the stores and inventory and issue on prompt action as needed to the depots and
workshops. Responsible for stores required by RT’s Department and Branches
- Personal Department
Responsible
for all personal matters including recruitment, posting , transfer, discipline
and retirement.
- Administrative Department
Responsible
for coordinating of function of other department, preparation of reports and
returns. Civil Engineering Section to coordinates for the maintenance of the
building and a Statistics Section to record all the operation date with its
staff posted in all branches are constituted.
- Finance and Accounts Department
Responsible
for financial policies, accounting procedures, budgetary matters, cash
management and auditing , and financial planning.
Activities of Road transport by business grouping
- Yangon City Bus Services.
- Inter- City (express way) Bus Services
- Road Freight services.
- Taxi (saloon/ pick-up) Services
- Bus/ coach hires services to encourage tourism and public use.
- Motor Workshops to undertake repairs for vehicles of other
government departments/ business organizations and private use.
Rates and fares
The government regulates passenger fares and freight rates
for all transport to serve public interest and also to provide efficient and economical transport official Road
Transport rates, however, vary depending on terrain, road condition and season, with the approval of the Ministry. | |
